The legal framework: Maritime Terrestrial Zone Law

The Law of the Maritime Terrestrial Zone (Law 6043)The Costa Rican Constitution, enacted in 1977, is clear and forceful: the first 50 meters from the high tide line form the public zone, property of the Costa Rican State, inalienable and imprescriptible. No one can appropriate, build or restrict access to this space. The next 150 meters correspond to the restricted zone, where temporary concessions may be granted for tourist, commercial or residential activities, but always respecting the public access to the sea.

This law not only protects beaches, but also small islands, peninsulas, mangroves and estuaries. It also prohibits the extraction of shells, corals and any natural resource, with economic and environmental sanctions for those who violate the law. The protection of the maritime-terrestrial zone is a shared responsibility between the State, the municipalities and all inhabitants and visitors.
